Asbestos regulations involve multiple agencies at the local, state, and federal level. Below you’ll find links to the agencies that oversee asbestos notification, certification, worker safety, and disposal requirements for residential and commercial projects in our service area.

Spokane Regional Clean Air Agency (SRCAA)

Local Oversight — Spokane County

SRCAA is the local clean air agency responsible for asbestos notification and oversight in Spokane County. Most renovation and demolition projects require notification to SRCAA before work begins. They also conduct inspections to ensure compliance with asbestos regulations.

Washington State Department of Labor & Industries (L&I)

State Certification & Worker Safety

L&I manages asbestos worker and contractor certification in Washington State. They also enforce worker protection rules during asbestos abatement projects and require project notification for all asbestos work performed in the state.

U.S. Environmental Protection Agency (EPA)

Federal Oversight — NESHAP & General Guidance

The EPA established the National Emission Standards for Hazardous Air Pollutants (NESHAP) for asbestos, which sets federal requirements for renovation and demolition projects. The EPA also provides general guidance on asbestos hazards and safe management practices for property owners.

Montana Department of Environmental Quality (DEQ)

State Oversight — Montana

For projects located in Western Montana, the Montana DEQ oversees asbestos notification and oversight. Montana has its own state-specific asbestos program that property owners and contractors must follow in addition to federal requirements.

EPA Region 10 — Idaho

Federal Oversight — Idaho Projects

Idaho does not have a state-delegated asbestos NESHAP program. Asbestos projects in North Idaho follow the federal NESHAP notification process directly through EPA Region 10. Property owners and contractors should contact EPA Region 10 for notification requirements on Idaho projects.
